In 1996, almost 2% of the expenditure spent on children, but after 3 years, students did not spend on children.
By 1996, the proportion of non-essential travel and the proportion of essential travel was almost the same. In 1999, the rate of essential travel was almost 2 times higher than the rate of non-essential travel (approximately 5 percent).
